2024–2025: Irish Government Master's and PhD Scholarships for International Students

 An established national program, the Government of Ireland Postgraduate Scholarship Programme is sponsored by the Department of Further and Higher Education, Research, Innovation and Science and is overseen by the Council.



The Government of Ireland Postgraduate Scholarship Program is distinct from other funding options for postgraduate study in Ireland and works in conjunction with them. Its characteristics include:


individual, esteemed honors in the applicant's name for outstanding study;

a selection procedure that is impartial and uses international, impartial expert peer assessment;

funding for all academic fields, from zoology to archaeology; and

Awards for non-directed, bottom-up research, excluding projects supported by our strategic funding partners.

We encourage pioneering submissions that explore fresh, developing areas of study or those that present fresh, original ideas. Proposals

of an interdisciplinary character are also encouraged because it is known that integrating knowledge, methods, resources, and viewpoints from two or more disciplines helps advance fundamental understanding.


A success rate of 18% over the previous five years indicates how competitive the Government of Ireland Postgraduate Scholarship Program is. The program's successful recipients are acknowledged as having world-class potential to become future research leaders.

Government of Ireland Masters Scholarship: Purpose and Benefits

The scholarship will have the following components and have a value of up to €28,000 a year in any recognized year:


a stipend of €19,000 annually; a fee contribution, including non-EU fees, up to €5,750 annually; and eligible direct research expenses of €3,250 annually.

Program's duration:



12 months for a research master's degree

24 months for a master's degree in structured research

36 months for a conventional doctorate

Doctoral degree structure: 48 months

Qualifications for the Government of Ireland Scholarship for Masters

Any applicant may apply for a Government of Ireland Postgraduate Scholarship, but depending on their country of residence and nationality, they will fall into one of two categories.


Candidates must meet the following requirements:

possess a first class, upper second class, or comparable honors bachelor's degree. The Council may grant a provisional offer of a scholarship if the results of the applicant's undergraduate exams are unknown at the time of application, provided that the scholar's bachelor's degree or comparable degree outcome is a first class or upper second-class honors. A scholar must hold a master's degree if they don't already have a first class or upper second-class honors bachelor's degree or the equivalent. The Council's decision about a candidate's eligibility

final on these standards;

must not have submitted two rejected program applications in the past, including ones including strategic partner themes. This comprises applications submitted since 2010 to the Government of Ireland Scholarship Program, formerly administered by the Irish Council for Humanities and Social Sciences, and the EMBARK Program, formerly administered by the Irish Research Council for Science, Engineering and Technology;

In order to be eligible for a research master's scholarship, applicants cannot currently hold or have ever held a Council Postgraduate Scholarship. Likewise, in order to be eligible for a doctoral degree scholarship, applicants cannot currently hold or have ever held any Council Postgraduate Scholarships other than those that would allow them to pursue a research master's degree.

Any applicant may apply for a Government of Ireland Postgraduate Scholarship, but depending on their country of residence and nationality, they will fall into one of two categories.

Candidates for category one must fulfill BOTH of the following requirements:

being a citizen of one of the following: Switzerland, Iceland, Norway, or a member of the European Union

AND

have spent three of the five years leading up to October 1, 2023, ordinarily residing in one of the following countries: Switzerland, Iceland, Norway, Liechtenstein, or a member of the European Union.

The second group will include all other applications.


While applicants who fit into category one will receive the majority of scholarships, extraordinary applicants who fit into category two will also receive some rewards. Be advised that the Council

may ask for written confirmation of an applicant's citizenship and address.
